The Kansas City Star. Daily Combined circulation morning and evening over 420,000 Sunday circulation 210,000 Weekly circulation 335,000 one year paid in advance subscribers April Fifth, 1918. Otto P. Higgins, being duly sworn, deposes and says that he is an American citizen, residing at 3221 East 32nd Street, Kansas City, [Missouri]., that he is the representative of the Kansas City Star, and is about to go to Switzerland via France in order to write articles for his newspaper about the rest camps for American soldiers; that he has sufficient funds to defray all his expenses incurred in connection with his trip and in his temporary sojourn in Switzerland. Description Otto Higgins did not serve in the United States military, but he spent the entire span of the war in training camps and overseas with the army as a staff correspondent for the Kansas City Star. He wrote about soldiers from the Mid-West, especially Missouri and Kansas. Higgin's began his service with the old Third Regiment, and was with regiments at Camp Nichols, Fort Riley, Camp Funston, Camp Doniphan, Fort Leavenworth, Fort Sheridan, and finally in France. This is a notarized letter signed by Otto P. Higgins of the Kansas City Star. It stated that Higgins was an American citizen, and that he was going to Switzerland via France to write articles for the Kansas City Star about the rest camps for American soldiers there.
