Cruiser and Transport Force NAVAL TRANSPORT PASS No. 522 (Date) May 21, 1919. PASS .O.P. Higgins Connected with Kansas City Star To go on board: All transports Good until May 31, 1919 E.B. Armstrong Captain, U.S. Navy, Force Transport Officer. The holder of this pass will be governed in his activities aboard naval vessels by the regulations and restrictions that the Commanding Officers of the ships deem proper to impose.

Description Otto Higgins did not serve in the United States military, but he spent the entire span of the war in training camps and overseas with the army as a staff correspondent for the Kansas City Star. He wrote about soldiers from the Mid-West, especially Missouri and Kansas. Higgin's began his service with the old Third Regiment, and was with regiments at Camp Nichols, Fort Riley, Camp Funston, Camp Doniphan, Fort Leavenworth, Fort Sheridan, and finally in France. This is a Naval Transport Pass for Otto P. Higgins from the Cruiser and Transport Force signed by the Captain of the U.S. Navy. This pass stated that Higgins had permission to be aboard an American Navy vessel and other transports until May 31, 1919.
