Headquarters 35th Division American Expeditionary Forces 28th February 1919. G-1 MEMORANDUM NO. 15. 1. When this Division leaves this area its good-name must not be placed in jeopardy by the failure of any unit to leave the area occupied by it in a proper state of police and sanitation, or by the removal or destruction of any private or public property not belonging to the unit or its members. 2. Each brigade commander and each commanding officer of a separate unit in this Division will require each unit of his command upon moving from this area to leave all billets, buildings and all premises occupied by these units in excellent conditions as to sanitation and police. All latrines must be properly covered, all streets policed, and the area generally must present a neat and orderly appearance. All property in and around buildings, such as furniture, woodwork, fixtures, or any other private property, no matter how trivial, worn, dilapidated, or apparently useless it seems to be, must be left intact. Proper inspections must be instituted to see that these instructions are carried out, and commanding officers must make the necessary inspections to see that their orders concerning this matter are executed. 3. All Alternate Billeting Officers, with the assistance of their billeting non-commissioned officers, will, as soon as their units move from their areas, make an inspection of all billets, buildings and premises just vacated by their respective units. A report of such inspection will be made in writing to these Headquarters as to latrines, streets and billets. In the event that the inspection reveals that any damage has been done to French property by our troops it will be immediately reported to the acting town major, and the facts included in the written report indicated above. 4. The entire area will be inspected by the Division Inspector after the Division has moved, with especial reference to policing and salvaging. By Command of Brigadier General DUGAN: H. S.
