Ashville, [North Carolina] 4-27-1917 Hon Champ Clark. Permit me to thank you & though you - Senators & Representatives in Congress - for the Maintenance of the spirit of truth - the foundation of democratic freedom of Speach. He who supinly follows the lead of authority - is not a wise - faithful - & honored representative of the people - It is the right of Sovereign American Citizenship to discuss - weight & Consider public policies - & if need be criticise their public servants, - & when we see our representative excercise that right in considering measures for the public wel fare. They deserve our commendation.- Lincoln followed the lead of truth as the length showed him the way - was malinged by authority in & out of his Party, and get through remaining steadfast in

[page 2] hence in Legislating to organize & finance the Army & Navy is it not a fundemental principle –that the fruit of labor inches – be [ms illegible: 1 wd] to meet the cost of war in Dollars – as Citizens lives are sacrificed for sucess of the cause of humanity? Heretofore – math has benefited though war – & now - in this new era of the world war for human rights & Liberty – though the over [ms illegible: 1 wd] of the [ms illegible: 1 wd] rights of King – is it not essential – that profits be [ms illegible: 1 wd] & be made to yield to the needs of the country – even as citizens line up [ms illegible: 1 wd] for their country? This thought it seems to me is the cause of the failure of the volunteer policies of raising an Army. Men every where who love their country – demand a fair square deal – & that deal is the joint effort of Men – Capital to be equally Patriotic – and each give all that he has for the honor & glory of our country:- Let there be no distinction between citizen for duty at the front – nor between the citizen & accumulated wealth – each be called upon to give – that which they have for the common good Faternally MC Paul of [Philadelphia]

Clark, a long-time resident of Bowling Green, Missouri, was a politician in the Democratic Party. He served as a representative of Missouri from 1893 to 1895 and from 1897 to 1921. From 1911 to 1919 he served as the Speaker of the United States House of Representatives. |
