Subject: Submarines L-5 to L-8 - Main Engines; Plans of parts being manufactured by De La Vergne Mfg. Company, New York, [New York] Gentlemen: The Bureau has taken steps to require that a careful record be kept of all plans issued by the Inspector of Machinery at the works of the De La Vergne Manufacturing Company for use in the manufacture of spare parts, in order to prevent unauthorized access. Upon the return of Rear Admiral Griffin. Engineer-in-Chief, from abroad in the course of a few days, the matter will be referred to him and you will be advised further.
