c/c LTBCo [November] 29, 1916. Subject: YOUR LETTER No. 10107-274:3 DATED [November] 2, 1916 APPLICATION OF 8-HOUR LAW. Admiral W.S. Benson, Acting Secretary for Navy Department. Washington, D.C. Dear Sir:- 1. Replying to your above-mentioned letter, in which you request a statement of your views regarding the application of the provisions of the 8-hur law, of June 19, 1912, to engines which we are building for use on U.S. submarine boats, of the "L" class. 2. We refer you to a letter, addressed to the Lake Torpedo Boat Co., Bridgeport, [Connecticut], under date [September] 18, 1914, by U.S. Inspector of Machinery (Captain H.B. Higgins); said letter referring to this same subject. 3. We direct attention to the fact that we are not building the said engines under orders from the U.S Government; nor are we building this type of engine specifically for use on submarine or other Government boats, We are furnishing, to the Lake Torpedo Boat Co., California Shipbuilding Co., and Deselektro Co., engines of our standard types M and Ma, which are light weight, high-speed marine engines, suitable for racing yachts and similar vessels, as well as for submarine boats, Said engines are therefore articles of a kind which are manufactured by us in standard forms and offered by us for sale in the course of our regular business. 4. We have offered, are now offering, and shall continue to offer engines of these types to purchases other than the builders of submarine boats, and for purposes other than for use of such boats. The only difference between the engines which we should sell for use other than on naval vessels, and those which we are now building for the above-mentioned companies, would be that the former would be built of commercial material, and not subject to the inspection of Navy Department Inspectors. 5. Description Letter from the Chief Engineer of the Busch-Sulzer Brother's Diesel Engine Company to Admiral W.S. Benson, Secretary for the Navy Department. The Chief Engineer inquired about the application of the eight-hour labor law to the Busch-Sulzer company. The eight-hour labor law of June 19, 1912 was applicable in every U.S. public contract which required the employment of mechanics and laborers.
