Subject: YOUR LETTER No. 10107-274:5 -- dated [February] 13, 1917 APPLICATION OF 8-HOUR LAW TO ENGINES BEING BUILT BY US FOR USE ON SUBMARINES OF "L" CLASS Navy Department, Mr. Franklin D. Roosevelt, Acting Secretary, Washington D.C. Gentlemen:- Replying to your letter of [February] 13th, in which you request that we furnish you names and addresses of shipbuilders or manufacturers, other than those named in our letter of [November] 29, 1916, to whom we are furnishing Diesel engines of our standard types M and Ma. We are not, at the present time, building any engines of our types M or Ma, for any firms other than the Lake Torpedo Boat Co., and the California Shipbuilding Co. We have, however, submitted propositions on engines of this type, to firms other than the above-mentioned, both domestic and foreign; but in view of the fact that we have so many of these engines to build for the Lake Co. and the California Co., for use on United States submarine boats, and our desire that nothing be permitted to interfere with the rapid production of these engines, for the above-stated purposes, we have been deliberately quoting other parties such unfavorable time of delivery as would preclude our obtaining orders from them. But for this fact, we are confident that, in at least one instance we could have obtained a large foreign order for engines of one of these types.
