[November] 20 1916 Gentlemen: I enclose herewith copy of the Act of September 8, 1916, and call you attention to Title III - Munition Manufacturer's Tax, on pages 28, 29, 30 and 31. You will note that the act places a tax upon the net profits actually received or accrued during the year 1916, from the sale or disposition of the articles enumerated in the law, manufactured within the United States. I have been directed by the Commissioner of Internal Revenue to submit a list of those manufacturing or disposing of any of the articles listed in the act. I, therefore, request you to advise me if during the year 1916, you manufactured sold or disposed of any of the articles on which the act places a tax, and if so enumerate them and give estimated profits for the year 1916. Section 310 provides severe penalties for failure to comply with the provisions of the act, and I am desirous of getting a complete list in order that forms for returns may be forwarded with instructions so that the penalties provided may be avoided. Description Letter from the collector for the Internal Revenue Service of St. Louis, George H. Moore, addressed to the gentlemen of the Busch-Sulzer company. In this letter the collector discussed an act passed on September 8, 1916 in which a tax was placed on munitions manufactured. He asks the gentlemen to compose a list of any munitions their factory sold or disposed of in the year 1916 that could be taxed.
