COPY CONFIDNETIAL November 21, 1922. Subject: Recommendation for the award of the Distinguished Service Medal. To: The Adjutant General of the Army. 1. The award of the Distinguished Service Medal to Colonel Frank M. Rumbold, General Staff, is herewith recommended. During the World War, Colonel Rumbold organized, trained and disciplined the 128th Field Artillery, which functioned most meritoriously throughout the way, in large part due to his initiative and activity. Prior to going to France, and upon his return from France, Colonel Rumbold was Assistant to the Chief of the Militia Bureau, applying to this most important post marked ability. 3. Prior to the World War, Colonel Rumbold, for many years a National Guard Officer, participated in the campaigns of Porto Rico and the Philippines, winning distinction for his gallantry and bravery in action. 4.
