January 6, 1922. From: Major General W.G. Haan, U.S. Army. To: The Adjutant General, State of Missouri. Subject: Efficiency of Colonel F.M. Rumbold. 1. Upon being relieved from duty in the War Department as Director of the War Plans Division, where I have been on duty for more than two years, I think it but proper that I should make of record for the information of the State authorities the character of work that was performed by Colonel Rumbold as a member of the War Department General Staff. 2. Rumbold was selected for this detail on recommendation after examination of his record both before and during the war. His work here has fully justified my estimate of his qualifications and abilities. He has shown himself a man of broad views, ready to listen to the views of others and firmly presenting those of his own for consideration. He has been a power for good in brining together around the table representatives of the Regular Army, the National Guard and the Reserves. He has not been dogmatic but firm in the expression of his views. I believe that he has correctly conceived the duties imposed upon him when he was selected as a citizen representative on the War Department General Staff to work out plans and regulations for the development of a suitable national defense organization under the existing law. 3. For these reasons and for reasons of personal liking that I have formed of his character as a man, I have great pleasure in making of record my views of the valuable services that have been rendered by Colonel Rumbold.
