Description Letter from the Adjutant General, William A. Woodlief, to Major General William J. Snow that his recommendation of Frank M. Rumbold for the Distinguished Service Medal was considered and steps being made to present Rumbold with the award. Frank Meeker Rumbold served as Colonel of the 128th Field Artillery during World War I. He later served as Adjutant General of Missouri from 1925 to 1927.
