[War Department letterhead] August 18, 1917. My dear Colonel: I have your note of recent date as well as your telegram of congratulation. The Secretary of War has adopted in a measure your idea of a composite division for France, and as you know has represented as many States as possible in its composition. The organization was definitely fixed on at the War College, and, of course, at this date no change can be made in it. Mrs. Mann had a letter yesterday from Mrs. Rumbold inclosing an awful photograph of me that she cut from the Post-Dispatch. I have had some photographs taken a few days ago here and I think I will have to send the St. Louis papers a better likeness. With best regards in which Mrs. Mann joins. Sincerely yours, Wm. A. Description Letter from General William A. Mann to Colonel Frank M. Rumbold stating that the Secretary of War adopted the idea of a composite division represented by soldiers from different states to sail to France. General Mann would command the 42nd Division, which consisted of soldiers from different states. Frank Meeker Rumbold served as Colonel of the 128th Field Artillery during World War I. He later served as Adjutant General of Missouri from 1925 to 1927.
