Statement of Colonel F.M. Rumbold, to which he is willing to testify. 9 [September 1918]. Upon reporting to Brigadier General L. G. Berry, in September 1917, when he was in command of the Thirty-fifth Division, he stated he did not care to meet the officers of the regiment when the undersigned asked permission to present them to pay their respects, as this was to be a work camp and not one of sociability. General Berry stated that the National Guard did not amount to anything and that the best news he could cable to General Wright, commander of the Division, who was then overseas, would be that he had

some washing done, started, and had sat down on the way to rest. The General discovered them and ordered them in arrest, called the undersigned to his office and upraided him for not maintaining discipline. The undersigned preferred charges against 2nd Lieut. S.O. Stubbs for being drunk and disorderly in quarters and for conduct unbecoming an officer. General Berry called Lt. Stubbs before him, questioned him, and was told that 2nd Lt. G.W. Worden was with him that evening. The undersigned was called in by General Berry, severely reprimanded for the discipline of the organization, and was ordered to require all Lieutenants who had received their commissions thru the Division Training School, at Camp Doniphan, to sign a pledge to abstain from drinking all liquors, and even lights wines, while in France. The undersigned asked whether this included all, and the answer was,

for three months. The proceedings were disapproved by the undersigned so far as the confinement and forfeiture of pay was concerned. The undersigned was upraided by the Geenral for having mitigated the punishment. Knowing the Sergeant in question, he is a Harvard graduate, and had recruited about fifteen other Harvard graduates for the regiment, was one of the Assistant Trust Officers in one of the biggest Trust Companies in St. Louis, [Missouri], stated he thought the punishment too severe. General Berry then upraided the undersigned and said he had no discipline in the organization, and that he, the undersigned, would hear from it later. The following correspondence is quoted as true copies of official correspondence which occurred between the undersigned, the C.O. of the 129th F.A., who was temporarily in command of the 130th F.A., and the Commanding General, 60th F.A. Brigade: Headquarters 130th Field Artillery, A.P.O. 711, American E.F. 25 July 1918. From Commanding Officer, 130th Field Artillery. To: Commanding Officer, 128th Field Artillery. (Thru Military channels) Subject: Water Cart. 1. The Supply Officer of the 128th F.A. came to this regiment and took one Water Cart from the Area of A Battery.
