[WAR DEPARTMENT letterhead] 2154996 JAS April 26, 1916. Mr. Frank M. Rumbold, The Buckingham Hotel, St. Louis, [Missouri] Sir: Under the provisions of General Orders, No. 42, War Department, 1915, you are hereby notified that your name is borne on the records of the War Department as qualified for commission as an officer of volunteers as indicated below, subject to future physical examination. This notification shall not be construed as giving you a vested right to appointment as an officer of volunteers. Changes of address should be reported to The Adjutant General of the Army during the period of eligibility. Eligibility expires [January] 4, 1917. Colonel of Field Artillery By order of the Secretary of War: Jos. P. Tracy Adjutant General.
