GENERAL OF THE ARMIES WASHINGTON August 11, 1923. Colonel Frank M. Rumbold, Care The Adjutant General, Washington, D.C. My dear Colonel Rumbold: My prolonged absence from Washington has delayed my writing you on the occasion of the completion of your tour of service with the General Staff. You reported for duty upon the General Staff at a time when we were called upon to solve some very difficult and complicated problems relating to the development of our national defense system. During your long tour of duty you took an active part in all of this constructive work, and I feel that your service has been of great and permanent value to the War Department and to the country. With high personal appreciation of your services, and with best wishes for your continued happiness and success, I am Very sincerely yours. John J. Pershing
