Division of Military and Naval Insurance Form 61 File No C-99805 (Compensation Disability) Treasury Department Bureau of War Risk Insurance Award of Compensation TO Mr. Francis Poindexter, 2303 Swope Parkway, Kansas City, Missouri. In accordance with the Act of Congress of October 6, 1917 and the amendments thereto, you are hereby notified that as a Second Lt., A.S.S.C., who was discharged from Military service of the United States on the 13th day of [December], 1918, you are awarded compensation in the amount of thirty and 00/100 dollars per month, from the 14th day of [December], 1918 on account of disability resulting from injury incurred in the line of duty while employed in the active service. The monthly payment pursuant to this award shall continue during the period in which you are totally disabled. Important provisions of the Act Sec. 27- That whoever shall obtain or receive any money, check, allotment, family allowance, compensation, or insurance under Articles II, III, or IV of this Act, without being entitled thereto, with intent to defraud the United States or any person in the military or naval forces of the United States, shall be punished by a fine of not more than $2,000, or by imprisonment for not more than one year, or both. Sec. 28- That the allotments and family allowances, compensation, and insurance payable under Articles II, III, and IV, respectively, shall not be assignable; shall not be subject to the claims of creditors of any person to whom an award is made under Articles II, III, or IV; and shall be exempt from all taxation: Provided, That such allotments and family allowances, compensation and insurance shall be subject to any claims which the United States may have, under Articles II, III, and IV, against the person on whose account the allotments and family allowances, compensation, or insurance is payable. The initial payment check pursuant to the award approved in your favor will be dispatched to you at the earliest possible moment. If you should change your present address, the Compensation Claims Section, Bureau of War Risk Insurance, Washington, D.C., must be immediately notified. All future communications with reference to this case must bear the Compensation Number C-99805. You are required to make a monthly report stating as near as possible your exact physical condition, together with all information relative to your return to employment or increase in earning capacity. Failure to make such monthly report will terminate your compensation payments until such report is received. Authorized by the Bureau of War Risk Insurance. This 25th day of April, 1919. Description Francis Poindexter, of Kansas City, Missouri, enlisted in the 2nd Missouri Field Artillery (later the 129th Field Artillery), on June 13, 1917. He attended Divisional Officers Training School at Camp Doniphan, Fort Sill, Oklahoma. Upon completion of the school, Poindexter transferred to the Air Service and attended the School of Military Aeronautics in Austin, Texas. He graduated with Class 38 on April 6, 1918. Poindexter continued his training at the Wilbur Wright Field, in Fairfield, Ohio, and was assigned to flight duty July 7, 1918. On August 12, 1918, 2nd Lt. Poindexter was seriously injured in a crash near Springfield, Ohio and was treated at Walter Reed Hospital and on total disability after his discharge, effective December 13, 1918.Form stating that Francis Poindexter was entitled to compensation for his injury while at the Wilbur Wright Field.
