PROCLAMATION TO THE POPULATION OF LUNEVILLE The German Troupes have seized the City of Luneville. The French Armies have fought along the whole line. The English army corps were dispersed. The Austrians and the Germans penetrated victoriously into Russia. I am addressing the good judgement of the population of Lunéville, to help me reestablish order in the City and to return it to its normal state. There arrived at Lunéville, convoys of wounded, columns and luggage, which were attacked by the inhabitants not taking the side of the army, which is contrary to the laws of the war. The German Army fights against the soldiers and not the French inhabitants. It guarantees the inhabitants complete security of their person and their property as long as they do not engage in hostile actions. 2 The Commander of the city makes the following dispositions known to the public: 1. The state of siege has been declared in the region occupied by the German troupes. 2. All the following persons will be punished by the death penalty: 1st. Those who will take arms against all persons belonging to the German troupes or siding with them. 2nd. Those who will destroy the bridges, damage the telegraphic lines, the railroads, the munitions, the provisions or the troupe quarters or will make the roads impassable. 3rd. Who will tear down the placards. 4th. Who will engage in communication with the French troupes. 3. It is prohibited for all inhabitants 1st To assemble on the streets. 2nd To walk on the streets after 7 p.m. (French time) 3rd. To leave the city after 7o’clock in the evening or before 3 o’clock in the morning without being checked by the German authorities. 4. Whoever shall shelter soldiers of the French army must denounce them, whoever retains arms or munitions must give them to the corps on guard, Rue d’Alsace 39. 5. The German authorities have the intention to take care that the provisions of the troupes shall be the same as the inhabitants. Also and for the interest of the population it is necessary that the inhabitants return to their homes, open the doors and the windows, start their business and their work to reassure that the provisions are sufficient. 6. The authorities of the City, the police and the gendarmes must come and volunteer for duty to the German Military authorities. 7. The inhabitants who wish to make a complaint about the soldiers must go to the Commander of the Guards in as short a time as possible. 8.
