Report of War History Committee of the Missouri Council of Defense adopted by Missouri Council of Defense December 11, 1918. Whereas, the State of Missouri has not up to this time taken any steps toward collecting, filing and preserving the material matter and data and the records of the events that are daily transpiring throughout the State relating to the heroic part that Missouri has been taking and is taking in theirs great war; and Whereas, it is deemed important that the State should create some agency with power and authority to collect and preserve said records of events and facts as they occur throughout the State to the end that a complete story of the patriotic service rendered by Missouri and Missourians in winning this war may be preserved for future generations:- Therefore be it resolved:- First:- That the Missouri State Council of Defense create a War History Commission for Missouri; that it shall be the duty of said Commission to collect, index, properly file and preserve all material and data relating to the official activities of the State in this great war. Second:- That said Commission shall have power to and shall appoint County War History Committees throughout the State and a War History Committee for the city of St. Louis to assist in the collection and preservation of historical matter. Third:- That said War History Commission shall prepare forms for the use of the County and St. Louis War History Committees in the preparation and preservation of historical data. It shall name the chairman of the County and St Louis War History Committees and shall vest said

[page 2] chairman with authority to appoint such assistants and co-laborers as may be deemed advisable for the efficient prosecution of the work. Fourth:- That said War History Commission shall endeavor to enlist the co-operation and support of all similar organizations and agencies in the State and especially that of the State Department of Education at Jefferson City, the Adjutant General

[page 3] Sixth:- That said War History Commission shall be composed of the following:- Secretary of the Missouri State Historical Society, Archivist of the Missouri Historical Society, Secretary of the Missouri Valley Historical Society, Professor of American History at the Missouri State University, State Superintendent of Public School, the County School Superintendents and the Superintendents of the Public Schools in the city of St. Louis, one representative from the Department of History in each of the five state Normal Schools, a representatives form the Missouri Division of the Woman

[page 4] required to use in collecting and preservering said historical data the form, size and kind of stationary recommended by the War History Commission and that all the historical data collected by local county and city committees shall be and is the property of the State and under the control and direction of the Executive Committee of the War History Commission of Missouri. Ninth:- That the director appointed by the Executive Committee shall make a full and complete report of the work done and of the financial needs of the Commission to complete and perfect said work to the Governor and General Assembly on the first day of January 1919 and every bi-ennial period thereafter. Tenth:- That the Chairman of the War History Committee of the Missouri State Council of Defense present these resolutions at the next meeting of that body. Signed: R.B. Oliver, Chairman, Robert S.
