January 31, 1919. At a meeting held at the Missouri Athletic Club to-day at which Ed, Smith, Barney Frauenthal and the writer were present the following tentative program was agreed upon. Lieut. Col. Jonah is to be requested to meet the 12th Regiment in New York, and to act as guide and official representative of the Receiving Bodies in St. Louis. Arrangements to be made so that the troops will arrive about 1:00 P.M. The parade will start from Union Station at 1:30 P.M., arriving at 12th Street about 2:30 P.M. Leave 12th Street at 3:00 P.M., arrive at Coliseum between 3:30 and 4:00 P.M. Men then to be free to remain at the Coliseum or to go wherever they wish, many of whom will probably wish to go to their homes, but all under orders to be present for dinner at 7:00 P.M. At 8:00 or 8:15 official entertainment and welcome will commence. Ed. Smith is appointed to call on Mr. Carter or Mr. Hawes and to consult with reference to finance arrangements. [Page 2] Home Guards will again line up on each side, and the 12th Regiment march between and halt it. Short speeches will then be made by the Major, Governor and possibly Senator. The line of march will then continue to the Coliseum at which point the Home Guards will be dismissed and the 12th Regiment marched inside of the building, where ranks will be broken and men given freedom of the City until 7:00 P.M. Arrangements must still be made to take care of such men who may not be taken care of. I am to see Mrs. Cunliff and arrange for the Red Cross to provide an excellent dinner, with plenty of cigars; the Red Cross to be advised that if the expense exceeds what they feel authorized to spend the Committee will take care of the balance. A stage is to be erected in the Coliseum in such a way that the men in uniform, who will remain seated at their tables, the debris being cleared away, will be able to hear and see to the best advantage. Ed. Smith is to see Harry Buckley and endeavor to arrange for a very high class, solid, substantial vaudeville show, bearing in mind that the crowd will probably be more or less boisterous and noisy, and that they are there for fun. Short talks will probably be given, provided we can find speakers who can give a good interesting talk in a very few minutes. We will probably arrange with Mr. Coburn to lead some community singing, and possibly we may be able to get the 12th to sing a chorus also. We saw Col. Hunter and he has agreed to let us have the Jefferson Barracks Band. Also called on Mayor Kiel and he has agreed to declare a half holiday. Mr. Frauenthal is to see Colin Selph, who will go to Washington and make definite train arrangements, should this prove necessary. We called on Mr. Ring at the Mercantile Trust Co. Building and received his assurance to help us out on the advertising program. He has asked us to meet the

[Page 3] Advertising Club at Hotel Statler at lunch next Friday. The questions of Reception Committee at the Station and Speakers are left open until plans are more fully developed. With the two bands of the Home Guards, the Jefferson Barracks Band and the 12th Regiment Band, we will have 4 bands in line.
