February 4, 1919. Mrs. John A. Laird, 1st Vice-Chairman, Womens Auxiliary, 12th Engineers. My dear Mrs. Laird: I have been requested to furnish you with an outline of the tentative plans worked out by Messrs. Smith, Von Maur and Frauenthal of the Program Commiteee for the reception of the Twelfth Engineers. Briefly itemized, the plans are as follows: Lieut. Col. Jonah to be requested to meet with the 12th in New York, to act as guide and official representative of the receiving bodies in St. Louis. Arrangements to be made so that troops will arrive in St. Louis about 1:00 p.m. Guard of honor to receive the regiment at the Station with fixed bayonets and at present arms. Regiment to march between guard of honor and followed by the guard. Parade to start from Union Station at 1:30 p.m., arriving in 12th St. about 2:30 p.m. Probably line of march: North on 18th St. to Washington, thence to Broadway, thence to Olive, thence to 12th St. On 12th St. the guards will line up on each side, the 12th Reg. to march between. Short speeches will then be made by the Mayor, Governor and possibly Senator. Leave 12th St. arriving at Coliseum between 3:30 and 4:00 p.m. at which point the Home Guards will be dismissed and the 12th Reg. marched inside the building where ranks will be broken and the men given freedom of the city until 7:00 p.m. Men to be free to remain at the Coliseum or to go wherever they wish, but all to be under orders to be present for dinner at 7:00 p.m. 8:00 or 8:15 p.m. official entertainment and welcome to commence.

[page 2] Arrangements to be made with Red Cross to provide an excellent dinner, with plenty of cigars. The Red Cross to be advised that if the expense exceeds what they feel authorized to spend, the Committee will take care of the balance. Stage to be erected in Coliseum in such a way that the men in uniform, who will be seated at their tables (the debris having been cleared away) will be able to hear and see to the best advantage. Mr. Smith to see Mr. Harry Buckley and endeavor to arrange for a very high class, solid, substantial vaudeville show. Short talks will probably be given, provided we can find speakers who can give a good interesting talk in a very few minutes. Probably arrange with Mr. Coburn to lead in community singing, with the possibility of getting the 1th Reg. to sing a chorus. Col. Michel has promised to arrange for the presence of both the Home Guard Regiments, together with other bands. Col. Michel will also arrange for the Grand Marshal of the parade. Col. Hunter has agreed to furnish the Jefferson Barracks Band. With the two bands of the Home Guards, the Jefferson Barracks Band and the 12th Reg. band, will have at least 4 bands in line. Mayor Kiel has agreed to declare a half holiday. Mr. Smith is appointed to call on Mr. Carter or Mr. Hawes to consult with reference to finance arrangements. Messrs. Von Maur and Frauenthal have been assured by Messrs. Thos. Lovelance and C.E. Smith of the Chamber of Commerce of their hearty cooperation both as to finances and also with respect to decorations, advertising or anything else desired. Mr. Ring at the Mercantile Trust Co. Building has assured that he will help out on the advertising program. Advertising to be directed to bring out large crowds near Station and along line of march. Extra efforts to be made for extraordinary flag display along line of march. Mayor Kiel is on way to Washington to further all arrangements as much as he possibly can. Mr. Frauenthal is to see Colin Selph, who will go to Washington and made definite train arrangements, should this prove necessary. Would [m.s. illegible] Mr. Frauenthal?
