Description Major General, Chief of Engineers, W.M. Black wrote Joseph W. Peters, Secretary of the Engineers' Club of St. Louis and informed him that his initial request to have the 12th Engineers demobilized in St. Louis had been turned over to the Director of Operation in Washington, D.C.
