March 5, 1921. My dear General Crowder: As I leave the War Department, I give myself the pleasure of expressing my admiration of the high talents which you have so unselfishly devoted to the public service during the five years of our association. Your work as Provost Marshal General in the administration of the draft has already taken its place in history as a brilliant performance. Your work as Judge Advocate General I have had an especial opportunity to observe and judge, because of my own training and experience as a lawyer. It is, therefore, that aspect of your work that I take pleasure in commenting upon here. To the learning of a scholar and to the probity and character of a judge you have added a patriotic zeal and comprehension of public feeling and opinion which have made your administration worthy of the best traditions of the Army and the public service.
