(Cir. 528) WAR DEPARTMENT Washington, November 25, 1919. Circular No. 528 AWARD OF VICTORY BUTTON TO CONTRACT SURGEONS -- AMENDMENT TO CIRCULAR NO. 187, WAR DEPARTMENT, 1919. Paragraph 1, Circular No. 187, War Department, 1919, as amended by Circular No. 206, War Department, 1919, is further amended to read as follows: 1. A lapel button to be known as the Victory button, for wear on civilian clothes, will be issued to all officers, contract surgeons, enlisted men, field clerks, and members of the Army Nurse Corps, who served on active duty in the Army of the United States, at any time between April 6, 1917, and November 11, 1918, and whose service was honorable. Leonard served as a contract surgeon during World War I at the U.S. Army General Hospital No. 1 in New York City and at an evacuation hospital in Vichy, France.
