July 24, 1917 Hon. Leopold H. Henschel, 1214 Grand Avenue Temple, Kansas City, [Missouri] My dear Sir: I have your communication of July 19th and have read it very carefully. I feel sure that your son acted in the manner he did thru a misinterpretation, or lack of knowledge of military laws and regulations. Of course, he, as a member of the National Guard, under the existing law, is also in the Federal service, and as such could not enlist in any other organization until he was discharged from the National Guard. In place of taking it for granted that the discharge would be given him, he should have waited until it was actually granted. However, as I said before, I think he acted thru a misinterpretation of the law and not wilfully, and, therefore, he will be granted an honorable discharge for the purpose of enlisting in the Missouri Unit of the American Ambulance Field Service.
