Section 3 in amended by the addition thereto by the following subsection: 3(4) Every person who prints publishes within Canada or who imports or brings into Canada for sale distribution any publication in a foreign language a true copy whereof has not been delivered to the chief press censor shall immediately after publication is printed or published or brought into Canada deliver a true copy thereof to the chief press censor at Ottowa [Ottawa] for his consideration, and the chief press censor may, as to any such publication a ture copy of which has not been delivered to him within a reasonable time (measured by consideration of distance and the available facillites for making delivery) after the printing or publishing within Canda [Canada] or the importation into Canada of such publication by order under his hand, published in the Canada Gazette and subject to revocation in like manner, prohibit the printing publication, importation, delivery, receiving, posting, distribution, or possession, of such publication within Canada and so long as any such prohibition by the chief press censor is enforced, any such publication so prohibited and any person who imports or brings into Canada prints, publishes, posts, delivers, receives, or has in his possession, or in premises under his occupation or under his control within Canada any such publication si prohibited, shall be deemed to be subject to all the provisions of this order as if the publication so prohibited has been printed in an enemy language. And the person responsible for the omission to deliver any publication on in an foreign language so prohibited to the chief press censor shallbe guilty of an offense and liable to a fine not exceeding 1000dollars or to imprisonment not exceeding two years or to both such fine and imprisonment recoverable or inforcealbe either by indictment or summary proceeding and conviction under the provision of part 15 of the criminal code.
