Calgary. [Alberta January] 4, 1919 Prof. Th. Graebner. St. Louis. [Missouri] My dear Professor. Attached you will find an Order in Council which has come to my notice. I am sending it on for your information You may apprize r. Seul of this you wish. Several prosecutions were had under this order and it is becoming plain that it will keep all of our publications out of Canada unless some arrangements are made with the Secretary of State. Order in Council passed [September 25, 1918] Paragraph 1. These regulations may be cited as the Order respecting Enemy publications. Par. 2 (a) publication means any book, newspaper, magazine, periodical, tract circular, leaflet, handbill, poster or other printed matter; (b) enemy language means the language of any country or people for the time being at war with Great Britain and includes specifically the following languages: German Austrian

Herzer was worried the Luthaner publication would be considered foreign material and present a problem for those who had copies in their possession. |
