DFR - [Page 4] 5/4/[1917] To be done with reminiscing for the moment, --- the general feeling in the high circles of Washington is that the present war is a very serious proposition, with grave danger that Russia may side-step. For my part I do not see how this latter is possible, for Russia looks to the United States to develop it and to educate the moujiks so that they will become a useful thinking part of the community and perform their duty as artisans as well as farmers. What we need in this country to wake up the apathy of the South and West is a Bull Run, and maybe we will get something of that kind by the time this letter reaches you, if it ever does. In order to insure its dispatch I will send a copy out today and let another copy follow in ten days, which will probably be by some other steamer. If everything were not so horribly serious, the developments of each day would be a most enormously entertaining volume. You, no doubt, will have a position of extreme responsibility, and thank God you are one of those who can be counted on to do the right thing all the time. Dicks discussed the events that led to the United States' entry into the War and the effect that the War had on the Military and business. David Rowland Francis came to St. Louis in 1866. He served as mayor of St. Louis from 1885 to 1889 and governor of Missouri from 1889-1893. Francis was also the American Ambassador to Russia during World War I. |
