Description In this memorandum to the Chief of Staff, Brigadier General Joseph E. Kuhn provided the regulations necessary for the President to carry out the provisions of the revised draft of the Selective Service bill. The memorandum also provided details on where men would register, on what days they would register, and registration forms. This letter is part of a collection compiled by Enoch Herbert Crowder, the Edinburg, Grundy County, Missouri native who served as Judge Advocate General. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I.
