The memorandum of the Chief of Staff to which this memorandum is responsive followed a discussion by the Chief of Staff and the Provost Marshal General of the reprimand issued by the former to the latter, which reprimand was bulletinized to the General Staff in the resume of daily administration of July 30 of this year. In the letter of the Provost Marshal General of August 1, 1918, this reprimand was referred to as unjustified and in a subsequent letter from the Provost Marshal General to the Secretary of War, which is in the hands of the Chief of Staff, the request was made for the removal of this reprimand in specific terms and that such removal be likewise bulletinized to the General Staff. The memorandum of the Provost Marshal General of August 1st referring to the express and implied authority issued to the Boards of Instruction and memorandum of the Secretary of War each seem to make it entirely plain that there was no occasion for the reprimand. The memorandum of the Secretary of War does not in terms direct the removal of the reprimand, and the Provost Marshal General is not, even at this date, advised there has been any affirmative action of removal. In the absence of the Secretary of War no further request will be made except that upon his return a Court of Inquiry, under the provisions of the ninety-seventh Article of War be convened to pass upon the question whether the reprimand administered was in any degree whatever justified. 4.
