March 20, 1918. Memorandum for Colonel Johnson: It has been repeatedly stated in interviews between the Secretary of War and the Secretary of State that all declarants of intention to become citizens of the United States who have been inducted into the service and who are Nationals of countries with which we have treaties, giving declarants exemption, would be discharged upon application. A different rule prevailed respecting registrants who were Nationals of countries with which we had no such treaties. Will you please consider the question from this angle.
