July 26th, 1918. Col. J. H. McCord, Executive Officer, S. S. L., Jefferson City, [Missouri] Dear Sir:- Yesterday evening we received your letter of July 15, relative to General Crowder declining promotion to the rank of Lieutenant General and enclosing a copy of his letter of declination. The members of this Board recognize the high and unselfish sentiment expressed by General Crowder. After having devoted a great deal of time and labor, as member of the Local Board of this County, in helping to carry out the Selective Service Law and Regulations, we are more and more impressed with the scientific, comprehensive and masterful system or plan that has been worked out by General Crowder to properly carry out the Selective Service Law and having at all time due regard for the primary object of raising an army to defend our Country and guarantee liberty and democracy for the world and at the same time recognizing and preserving, as far as possible, the domestic relations and agricultural and industrial industries of the nation. Members of District and Local Boards, are, to some extent, drafted for that service and we are sure that all members of these Boards are glad and proud of their opportunity and ability of serving their Country in that capacity and all deeply appreciate

With so many Boards and so many members thereof connected with this work, their is no way of recognizing their services, except by appreciation, as expressed by General Crowder, and General Crowder being the head of the Selective Service Machinery, his promotion to a high military rank is not necessarily personal to him, but in addition to personal recognition of his inestimable services in this work, we take the offer of promotion to the rank of Lieutenant General of General Crowder to be also a recognition of the services and accomplishments of all persons connected with the carrying out and enforcement of the Selective Service Law and for that reason we feel that it is highly proper to bestow the rank of Lieutenant General upon General Crowder, and, as you suggest, that since General Crowder is in a sense within the
