Copy The White House Washington 10 September, 1918. My dear Hoover: I think you are mistaken in the impression you have received about the way the new draft is to be managed, or rather, exemptions from it. The purpose of the new regulations, as I discussed them with General Crowder, was to take the burden of claiming exemption off of the individual and put it upon his employer or superior, and that is certainly the way in which I expect the matter to be administered. At any time that the matter matures with regard to the men connected with the Food Administration, I should be glad to have a suggestion from you as to any action on my part that you think may be necessary, for I entirely agree with the conclusions stated in your letter of September 9th. Description This letter was President Woodrow Wilson's response to Herbert Hoover's previous letter about the exemption of Food Administration volunteers and workers. Wilson clarified the new draft registration enacted by General Enoch H. Crowder, which stated the responsibility of exemption from the draft was now placed upon an individual's employer. This document is part of a collection compiled by Enoch Herbert Crowder, the Edinburg, Grundy County, Missouri native who served as Judge Advocate General. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I.
