December 29, 1917. My dear General:- Herewith a memo of matters suggested by our telephonic conversation of yesterday. I have attempted two things in it:- First, putting myself in the place of the Committee, to set out the things that would interest me to talk about; and Second, to list the statutes on the Control and taking of private property (title or use) and to give the important provisions of the principal ones affecting the army. I am sending herewith 1. Copies, typewritten and pamphlet of the various impressment and control statutes, down to and including Public No. 41, 65th Congress. 2. Copy of Attorney General
