July 16, 1918 From: J.P. Laverty, Chairman, Local board 3, Hoboken, [New Jersey] To: Enoch H. Crowder, Provost Marshal General, United States. Subject: Lieutenant General ---- Local Board Appreciation. In voting you grade elevation Congress voiced public recognition of your wondrous work in rapidly molding into being a mobile Army which challenges the attention of the World. You successfully fashioned a crude matrix into an Army developing machine which operates with a minimum of friction. The writer is proud he is a cog in the rotary of the vehicle Local Board which is effectuating the National Army at its root. The Local Board strives to impartially administer the Selective Service Regulations, philosophically enduring unjust criticism with the knowledge that you champion and sustain an honest effort to serve the Nation. Further solace is obtained when sensible, honest Registrants in great number declare their readiness for induction into Military Service. You sacrifice preferment as Lieutenant-General because-Local, District, Medical and Legal Boards were not coordinated with you in the Congressional enactment which awarded you honorable advancement. A display of such nobility of purpose, rare among mortals today, serves to emphasize your elevated, soulful character. The estimate of value which you place on minor factors amply reward the writer for the time and energy he is privileged to contribute to the work which will be consecrated in history as
