July 7, 1918. Major General Enoch H. Crowder, Provost Marshal General, Washington, D.C., My dear General Crowder: Permit me to congratulate you, in all sincerity, upon your splendid letter addressed to the managers on the part of the House and Senate in the conference upon the Army Appropriation Bill in which you asked them not to consider the proposition to create for you the rank and grade of Lieutenant-General as a recognition of your distinguished national service at this time. As you will doubtless understand, I had some intimation of the situation throughout and was very earnestly interested in it, although, of course, I had no official opportunity to be involved. I am very sure your action in this instance not only reflected once more, and most signally, your splendid judgment and practical common-sense, but it left your reputation with the Congress and with the country-at-large generously enhanced, if it is even proper to say that your brilliant record already established could be enlarged upon in such popular effect. There are various phases of the business that I will reserve for a personal visit that I hope some day to make. With warmest personal congratulations, believe me, Sincerely yours, Frank L.Greene.
