United States Senate, Washington, D.C. August 18, 1917. My dear General: In the preliminary of our war preparations and the discouraging situation in some branches of the Government service, it is exceedingly pleasant to note your successful and efficient Administration of the Draft Law. I have followed your various suggestions and the general principles which you have applied with a great deal of satisfaction, and take this means of congratulating you.
