Bulletin No. 321 Page 2 Let us take a little lesson from the trouble of our neighbors and so conduct ourselves that this office will not need to complain to Washington nor for Washington to address us in like tenor. I am glad to say that I have not had to do much individual scolding -- it has been mostly through these general bulletins -- and I am glad to say also that practically every one to whom such an individual scolding was addressed has taken it in the same spirit in which it was given. Up in Sioux and Dawes Counties where I got a part of my education the cow-punchers used to describe a certain kind of a horse as a

Bulletin No. 321 Page 3 ther such chief clerk work exclusively for the Local Board or has other employment in addition. I want a chief clerk whose first and foremost duty it is to attend to the work of the Local Board. All mail, telegrams and telephone calls should go to such chief clerk who should keep the bulletin book of the Board, keep track of and familiar with the bulletins (by the way, I hope to have an index for you within a short time), be ready to promptly answer all requests for reports and all other letters and correspondence from this office or others entitled to prompt service, and remain at the office of the Board during business hours so that the Board will always have an efficient representative present and one responsible for the proper conduct of the office. Note that I say the Government wants this work done. That is the first consideration. If it can be done without cost to the Government, well and good. About half of the Boards of Nebraska have been working with practically no expense to the Government-- and I hope in a short time to issue a tabulation showing how much the several Boards have cost the Government up to June 30th -- but if it is necessary to pay money to get the work down then the Government is anxious and willing to pay the money. But the work must be done. And the members of the Boards under their oaths are responsible for getting it done, and must give this matter attention to get it done and must perfect a system whereby it will continue to be done. This document is part of a collection compiled by Enoch Herbert Crowder, the Edinburg, Grundy County, Missouri native who served as Judge Advocate General. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I. |
