June 4, 1918. Honorable Carl Hayden, House of Representatives. My dear Mr. Hayden: I have been very much interested in reading in the Congressional Record of May 31st the discussion as to who devised the system of Local Boards. I have in my possession a memorandum outlining a plan for the execution of the draft. This memorandum was prepared long before the enactment of the Selective Service Law and provides for the creation of Registration Boards, precisely such boards as were created, and stipulates that they shall be continued as Exemption Boards. That plan was carried forward in tentative drafts of regulations governing the Registration and these regulations were also prepared long before the enactment of the Selective Service Law and long before the discussion which you quote from the hearings, including Mr. Shallenberger

[page 2] to distribute any credit in any but a just and accurate manner. Johnson wrote the Honorable Carl Hayden of the House of Representatives and discusses the formation of Local and Registration Boards and the administration of the draft. Johnson also stated that General Enoch H. Crowder is entitled to the credit of the draft and its execution. This document is part of a collection compiled by Enoch Herbert Crowder, the Edinburg, Grundy County, Missouri native who served as Judge Advocate General. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I. |
