March 2, 1918. My dear Mr. Justice: Understanding that you desire a word from me with reference to Major General Enoch H. Crowder, Provost Marshal General, it gives me pleasure to state that I have known General Crowder since West Point where he and I were cadets together for three years. I became especially interested in him when he applies directly to Secretary of War Lemont for transfer to the Judge Advocate General

and President of the Advisory Commission in that Island. He was also a delegate to the Fourth Pan-American Conference, a member of the International Preparatory Committee to the proposed 3rd Hague Conference, and a member of Special Commission to Cuba in 1913. He is the author of the Military Code of 1916. To complete his official record I call attention to the fact that he has served as Provost Marshal General since 1917, in which capacity he accomplished in the draft the best piece of constructive work that has been done thus far since War was declared, and he is also a member of the War Council. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I. |
