United States Food Administration Washington, D.C. September 21, 1918. 6-H-902 Subject: Deferred Classification under the Selective Draft Act. To All Federal Food Administrators: Attached hereto is a copy of the telegram sent by Mr. Hoover yesterday to all Federal Food Administrators and Zone Agents regarding the attitude of the Government toward men within draft age who are engaged in Food Administration work. As stated in that telegram, every man who is essential to the conduct of any branch or division of the Food Administration should be retained in the organization, and in order that essential men may not be selected for military service by reason of our failure to take the necessary steps to obtain deferred classification, it is important that the matter be given careful attention. Men designated by you as essential to maintain the efficiency of your organization are entitled to be classified in Class III, Subdivision I-

Therefore, it is very important that any essential man in your organization get an extension of time as soon as he received his questionnaire, as the supporting affidavit must be approved here after it is made by you and in practically every case it will be impossible to comply with the seven days

It is important that you have in your office, and that we also have at Washington, a list of men for whom deferred classification is asked, together with the number and address of their local boards, so that in the event that difficulties arise the case can be taken up at once. The serial number and order number of each man should also be kept by you and be given to us as soon as available. Please give this matter your best attention so that all cases may be handled in such a manner that the likelihood of difficulties arising will be reduced to a minimum. The regulations and requirements governing the operation of the selective draft law are necessarily rigid and elaborate and we are certain to get into difficulties unless instructions are carefully followed and all papers are properly made out. We suggest that you advise each registrant before he fills out his questionnaire, whether or not you are including him in your list of essential men. He may claim as many classifications, and will be placed in as many classes, as the facts in his case warrant. No one should refrain from making claims he would otherwise make on the supposition that his claim for classification in Class III, Subdivision I, will be allowed. This document is part of a collection compiled by Enoch Herbert Crowder, the Edinburg, Grundy County, Missouri native who served as Judge Advocate General. Crowder devised the Selective Service Act in 1917 which drafted America's forces during World War I. |
