[Headquarters General of the Armies letterhead] [September] 14, 1921. Mrs. Powhatan H. Clarke, Powhatan Hotel, Washington, D.C. My dear Mrs. Clarke: General Pershing [John J. Pershing] has requested me to inform you that practically every available agency has been utilized here in an effort to find some record of special services performed by your son, First Lieutenant Powhatan H. Clarke, in the nature of confidential or secret service work in connection with the War or State department, but no such record has been found. I am attaching herewith a memorandum from the Adjutant General setting forth in detail the various assignments which your son held during his service in the Army. In addition to this memorandum I have another memorandum from the Adjutant General in which he states that

to the department of Rents, Requisition and Claims. On February 21, 1919, he was assigned to the R.R.&C. Service, and continued on duty with that organization until relieved August 9, 1919, and returned to the U.S. General Pershing requested the State Department to furnish him any information or records that they might have which would show that Lieutenant Clarke performed any special duties with that department during the 1918 or 1919. The State Department and bureaus which would have such knowledge in their files were unable to discover any record of such service, and advised that if any such service had been performed it would show in their records. I regret very much that I have not discovered the information which you are seeking, and do not believe that I can do anything further unless you are willing to go more into details and give me some basis on which I may continue the investigation.
