[page 2] The return has been compiled identically as outlined in my letter of April 13th, 1917, above referred to, which method was approved by the department at Washington, (see your letters of May 1st, and May 29th, 1917), with the exception that we have figured the income and cost of these contracts from July 1914, the date they were started, instead of from January 1st, 1916, which was the effective date of Title III of the Act of September 8th, 1916: we having proposed in our letter of April 13th, 1917 to make the calculations from January 1st, 1916: however, the department at Washington ruled that calculations should be made from the date work was commenced.
